RESOLUTION OF THE BOARD OF ALDERMEN URGING THE CONNECTICUT SITING COUNCIL TO REJECT THE NEW PLAN OFFERED BY TRANSENERGIE CORPORATION FOR CONSTRUCTION OF A CROSS SOUND CABLE
WHEREAS: Transenergie U.S. Ltd., subsidiary of Hydroquebec Inc. is proposing a rerouting of the cross sound cable which was rejected by the Connecticut Siting council in March 2001; and
WHEREAS: serious questions remain as to possible damage to shellfish and the aquatic ecosystem posed by the construction of a cross sound cable; and
WHEREAS: the Connecticut Seafood Council for this reason remains opposed to this cable; and
WHEREAS: the location of the cable a mere six feet underneath the shipping channel into New Haven harbor presents a serious potential obstacle and hazard to the shipping industry in New Haven; and
WHEREAS: the bulk of power flowing through the cable, according to state regulators, will be directed from Connecticut to Long Island, which is expected to experience severe power shortages in the near future; and
WHEREAS: it is likely that local and regional power plants will operate at higher production levels to serve the additional market associated with the cable; and
WHEREAS: the increased pollution in New Haven and the region that will result from higher production levels may lead to higher levels of asthma and respiratory conditions; and
WHEREAS: according to Attorney General Blumenthal, the expanded market for power generated by local and regional power plants will result in increased utility rates in Connecticut and New Haven; and
WHEREAS: Attorney General Blumenthal opposes the cross sound cable for this reason;
NOW THEREFORE BE IT RESOLVED THAT: the Board of Aldermen urges the Connecticut Siting Council to reject the new plan offered by TransEnergie Corporation for construction of a cross sound cable.
